Ответ найден здесь. Заключается в добавлении в конец файла /usr/share/eclipse/eclipse.ini строки
-Dorg.eclipse.swt.browser.XULRunnerPath=/usr/lib/xulrunner-1.9.1/xulrunner
После этого Eclipse запускается без проблем.
